however, with the changes in many countries of north africa and the middle east since 2011, the fall in oil prices and the intensification of the “cold war” with iran, the “demand” of the gulf states for security has increasingly moved inward, that means shifting to regime security. for example, current issues in the region, such as the nuclear agreement with iran, and conflicts such as the war in yemen or the fight against the “islamic state” (is) are always linked to domestic political issues in the gulf states.

from around 2012, however, the eu’s international influence seemed to gradually contract, and leaders found themselves with little alternative but to make deals with the eu’s neighbours, to persuade them to act as buffers and to sever migrant-transit routes. in 2015, when the migration crisis hit, the eu’s whole strategy of gradual international expansion required a rethink. to address the flows properly, the eu found that it would need to trigger quick reforms in distant and unstable sending countries like eritrea or nigeria where its historic engagement was quite limited, while also giving its long-standing approach to nearby states like turkey or morocco a much sharper diplomatic edge. the eu faced a choice: make these updates or risk turning its neighbours into permanent buffer states.

the western progresses on civil rights owe not merely to liberalism, but also to socialism, i.e. social democracy, however not to stalinism! now china should learn both liberalism and “socialism” from the west. but this “socialism” is something new to china, not something that had been implemented in china. of course, it can be said that western welfare systems do “come true by being pushed”, and the pushes have been from their own people under the system of constitutional democracy; it can also be said, the pushes have been from the labor movements in the democracies, i.e. the social democracy movements.
